TI experience
This memo serves to define and describe the phenomenon of the TI experience in terms of commonly shared characteristics, as a summary of observation, research, and firsthand experience.
The TI experience, or targeted individual experience is a complex phenomenon of unknown origin and nature, observed and experienced mostly subjectively. Its defining characteristic is that it presents itself as a conscious activity of a collective (perpetrators), deliberately making the subject aware that they are being targeted with malevolent intentions.
Characteristics
The phenomenon includes multiple common elements experienced by the vast majority of TIs, listed in order of frequency:
- Impression of organized persecution (a.k.a. gangstalking), built from seemingly independent negative events involving strangers or acquaintances, occurring with high frequency and apparent coordination (unprovoked aggression, slander, insults from passersby, etc.).
- Synchronicities, or precisely timed negative events or coincidences that appear to be executed by a powerful organized group, contributing to the overall sense of being controlled (appliance failures, misfortunes, repeating numbers, etc.), sometimes including paranormal events.
- Audio stimulation, or hearing voices (a.k.a. “v2k”) that comment on the TI’s actions and even thoughts in a rude or provocative manner, generally harassing the subject through psychological tactics and neuro-linguistic programming.
- Tactile stimulation, in the form of touches, taps, pokes, stings, or zaps on various parts of the body, mainly the skin, which often seem to carry contextual meaning depending on where and when the sensation occurs.
- Higher functions control, such as enhancing or inhibiting intellectual capacity, manipulating memory, or inducing emotions and thoughts.
- Smell and taste projection, forcing the TI to experience odors and tastes ranging from extremely unpleasant to pleasant.
- Controlled dreams, incredibly vivid and realistic, sometimes indistinguishable from reality, often featuring the same voices and personalities as the perpetrators, continuing or intensifying daily harassment.
- Movement control, with instances of muscles or even entire body parts acting against the subject’s will, or refusing to move, producing a sensation of being “frozen” or blocked.
- Organ control, the feeling that certain organs or body parts function improperly or hurt, despite showing no detectable damage or medical explanation.
- Visual stimulation, in the form of hallucinations, projections in the “mind’s eye,” or interference, such as the inability to see objects or events in plain sight.
There are other, less common elements that expand the described list; we omit them here, but they will be covered in the appropriate articles.
Comparison of many cases reveals the clear procedural nature of the phenomenon, with a recurring scenario that TIs are forced to live through. This scenario remains consistent in detail regardless of the subject’s location, age, education, intelligence, culture, sex, or nationality. The phenomenon is observed globally, and the number of TIs is estimated to exceed 100 million.
Despite the similarity of experiences, there is no universal remedy that stops this phenomenon - whether medical treatments such as antipsychotics or neuroleptics, technical solutions like radio shielding, or religious practices. Some methods appear to “work” on a case-by-case basis, but none are consistently effective. This suggests an intentional element of confusion and deception, while in reality, nothing provides a stable solution. In other words, the perpetrators occasionally play along to keep the community uncertain.
A major part of the procedural pattern involves instilling the belief that random people or secret services are consciously involved in the harassment. Given all other aspects, this is entirely believable to the TI. It drives the individual into an acute psychotic stateco-mmonly believed by psychiatrists to cause hallucinations and paranoia - while it is, in fact, a consequence.
The earliest reports matching this pattern (which will be discussed separately) date back to the 18th century, with James Tilly Matthews recognized as the first known TI, despite the technological gap between his era and modern times - often cited to explain the perpetrators’ capabilities.
Stages of the experience
- “Origin event”, presented to the TI as the cause of the experience, often serving as the entry point into it.
- Gangstalking (sometimes omitted for subjects with a heavier focus on v2k).
- 3rd person v2k (voices that seem to come from real people who know everything about the subject).
- Direct dialogue v2k (voices speaking to the TI in a degrading and threatening manner, manipulating and humiliating them).
- Non-harassing v2k (non-intrusive voices at low volume that can be easily ignored).
There is a major split at the gangstalking stage, with many gangstalking subjects never experiencing v2k, though they often encounter many or all of the other elements. At the same time, some v2k subjects never experience or notice gangstalking.
For the former, the experience may cease over time without progressing to the v2k stages.
There are often pauses in the experience caused by strong medication or other factors, but as mentioned above, this is inconsistent and usually results in the TI losing interest in the experience rather than it actually stopping. If the experience is not complete, it often returns after some time.
The duration of the experience varies greatly among TIs and appears to be closely related to the progression between and within stages.
Derivative consequences of TI experience
- Inability to sleep for extended periods (due to voices keeping the subject awake, or fear of induced dreams)
- Inability to function properly, such as working, concentrating, or reading
- Deprivation shock (caused by the feeling of being constantly observed and mocked, even in the most private moments)
- Delusions of grandeur (arising from speculating about possible motives for persecution, or being directly suggested as manipulation by perpetrators)
- Increased irritability and anxiety
- Feelings of depression and helplessness
- Aggression and suspicion, even toward close ones, believing they might be involved
- Reputation loss due to the social stigma surrounding the TI experience as a mental disorder
- Alienation from friends and family due to distrust and confrontation
- Financial losses resulting from inability to work, frequent relocation, or spending on ineffective remedies
- Relationship damage, or in some cases, strengthening depending on the partner’s reaction
- Sexual issues, such as performance problems or fear of being watched
- Long-term psychological trauma and resulting personality distortion
- PTSD caused by fear that the experience may resume (for those in remission or temporary relief)
- Psychiatric misdiagnosis (especially during acute states), possibly leading to hospitalization and lasting consequences
- Self-harm, either as an attempt to stop the experience through suicide, to demonstrate determination to the perpetrators, or as damage to what the subject perceives as “property”
- Harm to others, as a result of retaliation against people wrongly perceived as “perpetrators”
The worst of these consequences can be prevented by better informing newly affected TIs and helping them establish an action plan that enables them to respond in a more careful and conscious way.
Purpose and justification
Every TI has their own idea of why this is happening to them. Most of these are guesses formed from within the experience itself, usually concluding that persecution is the ultimate goal. However, this does not align with observations from TIs who have gone through all stages and successfully exited the experience. Disproving the myth of government involvement was the first major breakthrough in TI phenomenon research conducted by OTIR.

OTIR has gathered enough data to clearly define the true purpose of the TI experience. This topic is covered in the OTIR report #3.
